It works by playing your source animation in real time and capturing frames, since browsers don't expose a way to read exact frame timing from animated WebP or PNG files directly. This looks correct for the vast majority of animations, though very unusual frame timing may not be captured with perfect precision.

There is no artificial cap, but because conversion happens in your browser rather than on a server, extremely large files (very high-resolution images or PDFs with hundreds of pages) are limited by your device's own memory and processing power.
